Wagging tails means happy dogs, except this isn't a happy scene, so it doesn't work here. Would also work better if the wolf was standing in a more threatening, angry pose. And the smaller one should maybe have chest out, defending himself with righteous anger. Think two baseball players arguing chest to chest on the field.

Why are these guys even having this conversation? Who are they? What are they doing? Exaggerate!

The tails are a tad bit too distracting. Maybe slow them down a bit and play with the timing? Motion draws the eye and you want the eye and you want people to pay attention to the face and body, not just the tail.
