I think this is a case of "illustration trying to be animation" and the reason most of us animators streamline isn't because we're lazy, but because it allows characters to move in a way that someone couldn't if done in a photorealistic style.
Now I do like the "forehead rub" at frame 107, but I also think that if the animator decided to focus on either line art or a different animation medium (stopmotion/cgi/Moho_rigged) that could go far.
