Hi there! I think your animation is good! I am responding because it feels like you and I are on a similar level of experience in 3d animation. I thought that it was funny you included the scout model, but it might help you to choose a different model for the girl that would feel like they would believably exist in the same universe together. I haven't experimented yet with the waitress model, but her movements do seem a bit stiff at times, and it feels like she isn't sure who she's talking to. I would just add some more glances over the shoulder and some shot changes.
I think that the fact we are only seeing scout from behind during his "WHAT, NO!" reaction is missed potential for something like a spit-take (since he is holding a drink) or any sort of reaction from him. Shot changes that only focus on one character will also help you save time animating in the future, because you wont have to animate both characters on screen at once. The audience is less likely to focus on characters in the background anyways.
Other than that, I think this looks pretty good, I personally submitted in this competition for a school project, so I understand not having enough time, but fixing some of these things will allow you to focus more on the more important elements that are lacking in your animation.
